In a medium saucepan, heat the olive oil over medium heat. Add the rinsed rice and toast it for about 2-3 minutes, stirring occasionally, until lightly golden.
Pour in the vegetable broth (or water) and sprinkle in the garlic powder, onion powder, and salt. Stir to combine.
Bring the mixture to a boil. Once boiling, reduce the heat to low, cover, and simmer for 15-18 minutes or until the rice has absorbed all the liquid.
Remove the saucepan from heat and let it sit, covered, for an additional 5 minutes.
Fluff the rice with a fork, then add the lime zest, lime juice, and chopped cilantro. Stir gently to combine, ensuring the rice is coated evenly with the zesty flavors.
Taste and adjust seasoning if necessary.
