In a medium saucepan, combine the whole milk and heavy cream over medium heat. Heat until warm, but do not let it bubble.
Once warm, stir in the chocolate chips and salted caramel sauce. Continuously whisk until the chocolate has melted completely and the mixture is smooth.
Add the vanilla extract and a pinch of sea salt, mixing well to combine all the flavors.
Remove the saucepan from heat and pour the hot chocolate into two mugs or heatproof cups.
Top each mug with a generous amount of whipped cream, and drizzle additional salted caramel sauce over the top.
For an extra touch, sprinkle dark chocolate shavings on top of the whipped cream.
